Associate Director Presents at HUD-FHEO Training

On Tuesday, May 22nd, Fair Housing Center of Southeastern Michigan Associate Director Kristen Cuhran presented at the “Fair Housing Region V 2013 FHAP Partnership Training” held at John Marshall Law School in Chicago.

Ms. Cuhran was part of a panel titled “HUD’s LGBT Guidance and State/Local Enforcement of LGBT Anti-Discrimination”. Kristen presented on the testing strategies and outcomes of the 2007 Fair Housing Center of Southeastern Michigan’s Arcus Project report, “Sexual Orientation and Housing Discrimination in Michigan” (a joint project of Michigan’s Fair Housing Centers). She also discussed concerns in LGBT testing with a focus on gender identity and transgender issues, and funding and enforcement options for LGBT fair housing work.

The panel included Marian Honel, Fair Housing Division Manager at the Illinois Department of Human Rights; Rick Garcia, Policy Director at the Civil Rights Agenda; and Yana Karnaukhov, Presidential Management Fellow at the Office of Fair Housing and Equal Opportunity (FHEO-HUD). Ms. Karnaukhov presented an overview of HUD’s “Equal Access” rule (Equal Access to Housing in HUD Programs regardless of Sexual Orientation or Gender Identity) and the Department’s enforcement activities and achievements related to the Rule.  Ms. Honel spoke about the enforcement of the Illinois Human Rights Act in the context of housing discrimination, sexual orientation and gender identity complaints, LGBT testing, and staff training. Mr. Garcia presented on his recent advocacy work in favor of passage of SB 10 in Illinois State House, LGBT youth, and the implications for same sex couples, in the context of housing discrimination, with potential changes to State and Federal law.
